Energy Assistance Program
ABOUT LIHEAP
The Low Income Home Energy Assistance Program (LIHEAP) helps keep families safe and healthy through initiatives that assist families with energy costs. We provide federally funded assistance in managing costs associated with:
- Home energy bills
- Energy Crisis
LIHEAP helps families in our community by providing energy grants to help offset winter heating costs. The program provides assistance for electricity, propane, heating oil and wood.
Please continue to pay your energy bills or make payment arrangements with your utility provider until your application is processed.
LIHEAP Income Eligibility Guidelines
There are various deductions and exclusions allowed for different types of income. LIHEAP staff must calculate your household’s actual income at the time of appointment .
APPLICATION REQUIREMENTS
Along with your Application for Energy Assistance you will need to provide the following documents, for more information please refer to our Required Documents List.
- Photo ID for all household members over 18
- Verification of Identity for all household members under 18
- Proof of Social Security Number for all household members
- Proof of income for all household members over 18 for the two months prior to application
- Copy of your current utility bill or proof of account number

During our office closure, applications for Energy Assistance can be submitted in one of three ways:
Complete application online
Print Application for Energy Assistance and mail with all required documentation to your local OlyCAP office
Request an application be mailed to you using the form below or by calling our offices in Port Townsend or Port Angeles

COVID-19 Emergency Fund
COVID-19 Emergency Relief Funds are intended to address the very specific and unique needs of households across Clallam and Jefferson Counties, experienced suddenly as a result of the current COVID-19 public health crisis and its economic impacts. Qualifying individuals will include health care workers, those who have lost employment due to COVID-19 related closures, and those who are forced to quarantine due to recent travel, exposure to or a diagnosis of the coronavirus. Documentation of the qualifying circumstance must be provided.
CLALLAM COUNTY
Rate Payer (Clallam County PUD)/ Pass the Buck (City of Port Angeles)
These programs may assist with up to $150 for those who have a shutoff notice or need deposit assistance.

JEFFERSON COUNTY
Rainy Day (Jefferson County PUD)
This program may assist with up to $500 for those who have a shutoff notice. Click here for information regarding the Jefferson County PUD Rate Reduction Program.

BRINNON RESIDENTS
Canal Comfort Fund (Mason County PUD)
This program may assist with $150. These funds can be accessed only once per 12-month period for only the amount owing on the shut off portion of a utility bill or the amount needed for a deposit.
