Low-Income Home Energy Assistance Program -
LIHEAP

The 2024-2025 Energy Assistance/LIHEAP Season is ongoing. The calendar is currently open and appointments are available through July 31.

If you have a past due or disconnect notice, contact our office for an emergency appointment.

If you have scheduled an appointment, you must complete the application to receive services.

Application Requirements

Along with your Application for Energy Assistance you will need to provide the following documents. For more information, please refer to our Required Documents List.

  • Photo ID for all household members 18 and over.
  • Verification of Identity for all household members under 18.
  • Proof of Social Security Number for all household members.
  • Proof of income for all household members 18 and older for the two months prior to application.
  • Copy of your current utility bill or proof of account number.
  • Meet income requirements (listed here).

Energy Assistance Forms

 

There are various deductions and exclusions allowed for different types of income.

LIHEAP staff must calculate your household’s actual income at the time of appointment.

 

Frequently Asked Questions

If your utilities have been disconnected, or you have less than a 10-day supply of oil, wood, or propane, call your local OlyCAP office immediately to schedule an emergency appointment. Emergency status will be confirmed with your utility provider before an appointment is scheduled.
If you have received a disconnect notice, contact your energy provider right away to arrange payment until your application with OlyCAP is processed.

OlyCAP may provide up to $1,000 per year towards your home heating costs. You may qualify even if you are not behind on your bill or have not received a shut-off notice. There are currently two grants available: LIHEAP and Clallam PUD Low-Income Energy Assistance. Please continue to pay your energy bills or make arrangements until your application is processed.
LIHEAP funding is available from October 2023 through August 2024. You can get help with costs for electricity, oil, propane, wood, and wood pellets. LIHEAP grants can also help if your heat is included in your rent.
The CPUD Low-Income Energy Assistance Grant is available to Clallam County PUD customers. You may qualify for both LIHEAP and CPUD. Click here for more information.

Clallam County: The Rate Payer (Clallam County PUD) and Pass the Buck (City of Port Angeles) programs may assist with up to $150 if you have a shutoff notice or need deposit assistance.

Jefferson County: The Rainy Day program (Jefferson County PUD) may assist with up to $500 for those who have a shutoff notice. Click here for details on the Jefferson County PUD Rate Reduction Program.

Brinnon Residents: The Canal Comfort Fund (Mason County PUD) may assist with $150 for those who have a shut-off notice or need deposit assistance.

Weatherization Assistance Program

Due to high demand and limited resources, we are unable to serve all households that apply for Weatherization Services. Currently we must focus our resources on households in critical circumstances, such as those who have no heat in their homes. We will continue to process all applications; however, be aware that there is a long waiting list for non-critical situations.

Weatherization Assistance helps relieve the burden of high energy bills on our clients while improving the comfort and safety of their homes.

OlyCAP provides free home energy-efficiency improvements to households that meet income guidelines. Eligibility varies by income type, household size, and other factors. Please contact us and tell us about your situation. You can apply for assistance whether you own or rent, and we serve both site-built and mobile homes in Clallam and Jefferson County.

What Can I Expect?

After we receive your application and you are determined to qualify, we will contact you to schedule a home visit. A home energy analyst certified by the Building Performance Institute® will perform a thorough assessment of your home and develop an appropriate scope of work. OlyCAP will hire the contractors to perform the work, and we will inspect the work to ensure it meets program standards.

Typical free weatherization improvements may include:

  • Insulating attics, floors, walls, and exposed water heaters & water supply lines
  • Sealing and insulating exposed heat ducts
  • Sealing drafts throughout the home
  • Installing whole-building ventilation to help improve indoor air quality
  • Repairing or upgrading home heating systems
  • Providing resources and tools to help households maintain a healthy, energy-efficient home
  • Protecting weatherization improvements through minor repairs*

*Be aware that the weatherization program does not have funding to perform major home repairs. While we can perform minor repairs to protect the work we’ve installed, larger, more involved repairs are beyond the scope of the Weatherization Assistance Program.

How Do I Apply?

To verify your household’s eligibility, you will need to complete an application form and provide some supporting documentation such as proof of income, photo identification, and owner/renter information. (If you or a household member has applied for LIHEAP or other OlyCAP services in the past year, you may already be eligible for Weatherization. Contact us for more information.)

We cannot process incomplete applications, so be sure to let us know if you have any questions about the required documents.
