October 7, 2025
If you have a past due or disconnect notice, contact your energy provider right away to arrange a payment plan. Once you have a payment plan, complete the application below.
If you need assistance, you must complete the application and submit all required documentation to receive services.

Apply for the Low-Income Home Energy Assistance Program (LIHEAP) through OlyCAP to get help with home energy costs in Clallam and Jefferson Counties. Our team makes the process easy and confidential, offering support for high heating bills or utility shut-offs so you can keep your home safe and comfortable.

Always Required Bring Every Time

Document When Needed
Primary Heat Source Bill Always upload/bring your current heat bill.
Photo ID For every household member 18 or older.
DSHS Consent Form For every household member 18 or older.
Social Security Card For all household members. If unavailable, bring a medical, legal, or government-issued document.
Proof of Income (last 2 months) For all household members 18+ (pay stubs, bank statements, unemployment benefits, pension statements).

Rental/Utility Statements If utilities are in someone else’s name, heat is included in rent, or you live in an RV/propane/wood-heated residence.

What should I do if my utilities have been disconnected or I have less than a 10-day supply of oil, wood, or propane?

 If your utilities have been disconnected, or you have less than a 10-day supply of oil, wood, or propane, call your local OlyCAP office immediately for crisis imminent notification. Emergency status will be confirmed with your utility provider before application submittal. 

What should I do if I have a disconnect notice?

 If you have received a disconnect notice, contact your energy provider right away to arrange a payment plan. Once you have a payment plan, contact OlyCAP to begin application process.

What does LIHEAP (Low-Income Home Energy Assistance Program) cover?

LIHEAP funding is available from October 2025 through August 2026. You can get help with costs for electricity, oil, propane, wood, and wood pellets. LIHEAP grants can also help if your heat is included in your rent.

Are there other local programs that assist with energy costs?

 Yes! If you are finding that you are in need of further assistance than we can provide, we can connect you with other resources in the area. 

Who do I contact for tribal LIHEAP?

Some local tribes have their own LIHEAP programs. Here are the websites of local tribes that you may work with to obtain services if you are a member of the tribe and within the service area. We suggest searching “LIHEAP” on each website to gain more information and access to applications.
